OAPSE Member’s Quick Thinking Keeps Kids Safe

 

Carri Justice has been driving a bus for Buckeye Local Schools for 21 years. She was trained by OAPSE Local 373 leader John Sindeldecker, pictured here with Carri. Her training and experience made all the difference when her bus full of junior high and high school students was hit by a flatbed truck. She was able to move her bus off the road just enough to avoid a head-on collision. Carri and her kids are all ok, and so is the truck driver – also a student at Buckeye Local Schools. Since the crash, she has worked to comfort students and families and met every bus at the elementary school to speak with students about the accident and how they should know riding the bus is safe. John is really proud of Carri and so are we! You can read more about Carri below. She’s a great example of how OAPSE members go the extra mile for those we serve!

As school bus driver Carri Justice was reaching the top of a knoll on her morning route, she saw a flatbed truck coming straight at her and the junior high and high school students she was driving.
The 21-year driver and member of Local 373 at Buckeye Local Schools in eastern Ohio said she knew, “if I don’t take this bus off the road a little, he’s going to hit me head on. I just tried to stay calm and keep my kids out of harm’s way as much as possible.”

Carri moved the bus onto the berm just enough to avoid a complete head-on collision – and just enough to keep herself and her students from serious injuries.
“It all happened so fast. It’s like watching a movie in my head when I think about it now. I saw the truck swerve to miss a van that was on the side of the road with a flat tire. He was trying to stop. I was trying to stop. But the roads were slick, and he hit me. I’m just relieved and thankful no one was seriously injured – or worse,” she said.

When the bus came to a stop, Carri made sure she was ok and then “immediately went into ‘mom mode.’ All my training and my 21 years of driving and my being a mom came together, and I just focused on the kids. They may not be blood, but they’re mine just the same, and I knew I had to make sure they were all ok.”

Carri first called the bus garage to have them request ambulances for the driver and students. She then checked on every student on the bus and assured them that they were ok and that help was on the way. Carri then checked on the driver of the truck.
“He’s only 17 years old, and he’s a student at our high school. He saw that van on the shoulder of the road, and he overcompensated trying to avoid it and came right at us instead. But it was an accident. He just couldn’t control the flatbed truck on a slick road.” Carri said.

The driver was life-flighted to a Pittsburgh trauma center, but is home and recovering from broken ribs and other injuries. He is expected to make a full recovery. Ten of the riders on Carri’s bus were transported to a local hospital with concussions and other injuries. They have been released and are all doing well.
“I called every student to check on them and talk to their parents. I really do consider myself responsible for them like they are my own, so I wanted to make sure they were ok,” Carri said.

OAPSE State Executive Board Alternate John Sindeldecker is also a bus driver at Buckeye Local Schools and a member of Local 373. He trained Carri for the job 21 years ago, and said he couldn’t be more proud of how she responded to the toughest day she has ever had behind the wheel of her school bus.

“Carri did everything right. She made sure her kids were good and she kept them from panicking. She called emergency. She checked on the driver of the truck. And she didn’t leave the scene of the accident until all the kids and parents were gone and her bus was towed away. She’s just a perfect role model for what you want in a school bus driver.”

“We are all really proud of her for being such a professional. And I know the parents are thankful for the care she showed their kids – not just the day of the crash, but every day,” he said.

Carri said she has always been a cautious driver and she carries a reminder of how important safety is in her job. On her gear shift hangs a gift from her boyfriend — an angel with the words, “Never drive faster than your guardian angel can fly!”
“So every morning before I pull out of the lot, I grab it and say, ‘Lord please watch after my daughter Tristyn, my son Kaden & and (my boyfriend) Daniel. Watch over my family and his. Please make sure I get these kids to school and back home safely.’ Well that morning we may not have made it to the school, but we all made it home to our families. All of us. Even the young man in the truck. So my angel was there with us that day!”

U.S. Census Recognizes OAPSE Northeast District and the Coalition of Labor Union Women – Ohio Region

Congratulations to OAPSE Northeast District and the Ohio Coalition of Labor Union Women Ohio Region for being recognized by the U.S. Census for their efforts in acting as invaluable members of the 2020 Census Community Partnership and Engagement Program. The recognition from the director, Dr. Steven D. Dillingham, was in appreciation for the work done to make the 2020 Census successful.

Congratulations again to all those who participated and made a difference!

Re: Licensing Deadlines for OAPSE Drivers

Driver Licensing
OAPSE continues to work with the office of Governor Mike DeWine and the Ohio Department of Education (ODE) to provide clarity to our members who are required to be licensed by the state of Ohio.

The ODE has provided new information about preservice certificates and T-8 physicals. Those OAPSE members who have licenses expiring during the state of emergency will have until 90 days after the state of emergency ends or until December 1, 2020, whichever comes sooner, to renew their licenses and get their T-8 physicals. The ODE will officially announce the date the state of emergency ends.

State officials also pledged that instructors will work with drivers in their regions to ensure those who need the classroom portion of the license will be able to get the training. Drivers who attended class but were not able to complete all required training before the state of emergency was declared on March 9, will also have until 90 days after the emergency ends or December 1, 2020, whichever comes sooner.

Direct Deposit for Stimulus Checks
We also have an update for OAPSE members about stimulus checks and how to provide the Internal Revenue Service (IRS) with direct deposit information. This is for OAPSE members who typically receive their refunds by check or who are not required to file a tax return. Click here to go to the page with information about what to do.

4th Stimulus Bill
Together with our International union, OAPSE is pressing elected officials at all levels for the necessary funding to continue to provide critical services to Ohio students and families. We will keep working with the Ohio Congressional delegation on a bipartisan Phase 4 stimulus bill that will provide state and local governments and schools with billions in funding, and give direct financial support to OAPSE members and working families across the state.

OAPSE Staying on the Job For You
We will keep fighting to keep you safe and to ensure that your pay, benefits and job security continue through this health emergency. No one knows how long this will last, but all evidence points to the fact that physical distancing works. Staying home works. And keeping space between each other at work is helping to curb the spread of the COVID-19 virus. Re: Updates on CDL, Stimulus, Unemployment, Additional Funding for State, Local and School Budgets

OAPSE continues to communicate with the office of Governor Mike DeWine, the Ohio Department of Education and other agencies relevant to the work of our members.

We are pleased that through the actions of the governor, so many OAPSE members continue on the payrolls of school districts and agencies across Ohio, and we will continue to work to ensure that your pay and benefits are not interrupted.

Of course, many of you are working during this health crisis — preparing and delivering meals to hungry students and families; maintaining buses used for delivery; deep cleaning and disinfecting schools and buildings and keeping them running; helping to prepare lessons and remotely teach students; caring for developmentally disabled children and adults; and facilitating online learning at community colleges.

This critical work could not happen without you, and we are very proud of the commitment and dedication you have shown during this health crisis.

Be assured that the role OAPSE members are playing in the response to the COVID-19 health emergency is not going unnoticed. We are hearing appreciation for your efforts from local, state and federal leaders as we work with them to address the ongoing funding needs of vital public services like those we provide. And we will continue to press for additional stimulus money to states, local governments and education to lesson any negative impact on OAPSE members.

Unemployment Compensation Program

Most OAPSE members continue to be paid and receive benefits as a result of our work with the governor’s office and ODE. However, some agencies have laid off or furloughed OAPSE members. Those members – who are not being paid as a result of a layoff or furlough – are eligible for expanded unemployment insurance benefits from the state as part of the CARES Act championed by Senator Sherrod Brown and passed overwhelmingly in Congress.

The CARES Act creates a new Federal Pandemic Unemployment Compensation (PUC) program to provide temporary unemployment compensation of $600 a week from the federal government. This $600 is in addition to existing state benefits for all eligible workers. These additional benefits can last up to four months through July 31, 2020.

Direct Payments to Families

Most OAPSE members can expect a stimulus check as part of the CARES Act. Most individuals will receive $1,200, and most married couples will get $2,400. Also, households will receive $500 for each dependent under the age of 17. For more information on exactly how much you can expect, click here for the AFSCME Fact Sheet.

And when can you expect your stimulus direct payment? That depends. If you have filed your 2018 or 2019 taxes and provided the IRS with direct deposit information for your bank, the payment will go directly into your account in the next few weeks, according to the federal government. However, if you have not filed taxes or you have elected to receive paper checks for your IRS refunds, you will have to wait for your stimulus money. Paper checks or debit cards will go out closer to August, the feds have said.

To speed up delivery, you can still file your 2019 taxes and provide direct deposit information. And the IRS says it is developing a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail. CDL Requirements

OAPSE continues to be in close contact with the Ohio Department of Education about licensing requirements for our members. The latest information about CDL testing is that current T-8 physicals required to be a bus driver are valid through August 31st for any current driver hired before January 1, 2020.  We continue to work with ODE to find a solution to the current inability of these drivers to complete the T-8 physical, including extending the deadlines for physicals.

For any driver hired after January 1, 2020, the physical remains valid for the remainder of this school year and all of next school year.

The ODE is looking at the entire school bus training process and will be in touch with us about the required steps our members must take moving forward. The governor’s team has pledged to work with us to make sure that schools have certified drivers and that the appropriate systems are in place to ensure that.
